Not during the test, no boots or bandages unless stated that tack rules don't apply.

you shouldn't have anything on the horses legs in dressage, affiliated or unaffiliated and can incure penalty points if you forget to take boots off before entering the arena.

You can wear them as long as you enter HC, but not if actually competing.
