Cant change passport - Can I just get a new one??

The passport agency have informed me that the previous owners no longer live at the address on my new horses passport, so they cannot confirm from him if he sold him, therefore cannot change it into my name.

I have no contact details for the passport 'owners'. My friend brought him at sales a year ago and PP came with him. They never changed it over.

What can i do? Should i just apply for a new one somewhere else?? Help!!
 
You shouldn't really - is the horse chipped / freeze marked? If not then there is unfortunately nothing to stop you buying one elsewhere! Seems crazy though - can the sales ring not provide you with details of who sold him and then that's further proof for the passport folk?
 
I did say earlier i have no faith in passports but i now think as they were a new idea problems will come to light which needs something put in place to change them.
I think the whole passport thing is a nightmare.
I do know of people that have got new passports. We have a rescue with a different passport - and a younger age on it. My daughter knew the pony.
 
The sales receipt from whichever sale he was bought at and then a receipt from the friend you bought him off would be fine to change his ownership details with.
 
Just apply for a new one, a certain Passport Agency which I won't name and shame couldnt organise a p*ss up in brewery lol

...there are a bit useless when it comes to helping people out..sorry but I've asked them many questions before where the staff have been no help what so ever and never give you a straight answer.

Hi, If the passport was issued by the Horse Passport Agency, rather than another Passport Issuing Organisation, then the answer is as follows:

The fact that the previous owner has moved home should not prevent you from changing the horse into your ownership so long as you have the passport.

PS - It should go without saying (but I will anyway) that it is illegal to get a second passport for a horse!

As far as I'm aware the Horse Passport Agency, which has issued over 140,000 passports, is the only passport issuing organisation that offers owners the opportunity to update their ownership on-line. This avoids the need for the passport to be returned, which is particularly useful if you are competing or vaccinations are due etc. 80% of change of ownerships are now done on line rather than posting the passport back to have it updated. The system which has been in use for 18 months seems to work well although we do have to cater for some horse owners not complying with the legislation ( www.horsepassportagency.org/legislation.php ) despite the risk of large fines, and balancing that with the new owner who is trying to comply!

In the UK a horse passport itself is not proof of ownership and is used to identify the horse and for administration purposes. However, part of the Horse Passport Agency verification process has been to contact the last recorded owner to check that the on-line application is not fruadulent and the previous owner is not still in possession of the horse and its passport. Unfortunately sometimes the previous owner will not have registered their ownership (as you have said was the case with you) or will have registered but moved house without updating their records - in either case this means we are not successful in contacting them. For this reason alone, if no response is received within a given period the change of ownership continues rather than inconveniencing the new owner and preventing them from complying with the law.
