cant get a rig to fit, costing me a fortune. please help

hi,
i just got a rug for my horse, light weight rug for summer, to keep flys at bay and so he doest rub himself raw. but he is so broad at chest but it just just fits there.the neck is massive not lile his winter one, but the one i got in winter they dont make it in a no fill summer rug. so had to order a different one. he is a 3 yr old stallion and has a great thick neck on him, but the you could put two horses necks in his, lenght and width. also his tail flap is lower down tail,thats not bad really it just the neck, afriad he would get foot caught in it when lying down as its really long, so not using it. he really doesnt look a awkward fit. he has excellant conformation. i just cant seem to get a combo rug and i cant return what i bought as on ebay no return. have tried a few.
what would you do, he needs one for midges and stop rubbing himself raw.

i have my eye on a fly rug too. but have been told if horse rubs alot (sweet itch) symtons. that a fly rug wont last a crack, my horse rolls and rolls and rolls and scratches with hoof like mad on his mane. so was thinking of the light weight turnout as thicker material with no fill.
he is 15.3hhs at min but will finish 16.1-16.2hhs. this staring late last summer. vet said he cant be sure sweet itch, so i have tried everything and i want to take all precautions for him. he isnt too bad at min as i have him well maintained but just want to keep midges away as there is loads about at min, very annoying for him.
he is a coloured irish sport horse. looks like a irish draft conformation and same strong bone, only he is coloured. he has a good thick neck and will get thicker as stallion, but its so hard to get a good fit around the shoulders as had to get a chest extendable in winter which was great. but its the neck now in this new one that is massive and i mean doesnt look right. cant keep buying rugs cant aford it, will have to sell it on ebay, but i will be getting him another one and hopefully will be lucky this time.
i am just biying so much at min for me and other horses and himself. that would be greta to just get something that fits him and does the job.

There is a lady on ebay that makes made to measure fly rugs. Not had one myself but people on here have said good things. Hopefully if you can catch it before he gets sore he won't trash it
