Capped hocks driving me mad. Do they ever go away?

My horse has had capped hocks for some time which I have worked on hard to improve with good results. However they keep filling up from time to time and then I put on Coolsport boots and they go back down till the next time!! Any other tips to reduce them? What aggravates them? We have rubber matting and deep beds so all fine there.
 
A few years ago, my mare got capped hocks one night in the stable. We cold hosed for a couple of days and then we got the vets to drain them. This was very effective - with no scaring and all the filling went out of them. We did a lot of working hunter and no judge ever commented on them (ie we got 19/20 for confirmation at the burghley event pony final) - so it may be worth a try.
 
My welshie had a bad capped hock sustained as a 6yo, it did persist for some time but eventually it disappeared completely. He didn't have any treatment for it.
