CE and BETA Certification on equestrian products?

Hello,

Is it essential for a equestrian safety product to have CE and BETA approval prior to it's sale in the UK market?

Or is it up to the buyer to ensure they buy a product with these certifications if they choose?

As far as I'm aware it is not the law for them to be.

There was a JT hat on the market a few years ago that wasn't kitemarked (now is), so not up to PC standards. I worked in a tack shop at the time and we had people bringing them back. Was a total nightmare!
