Does anyone use a garden shredder for cutting chaff?

Or any other suggestions?

Elderly horse, getting mostly chaff as hay replacer. Have come across beautiful barn dried hay, and would like to chop it up for him to make it easier to eat - and save a fortune buying bales and bales of chaff .

Yes we used to. It was a cheapish one from B&Q. It worked better with a harder hay, the soft stuff tended to get a bit chewed up. It worked fine. Saved us a fortune in chaff.
