Changing CHAPS passport query

I brought my coloured from the UK back in January and I brought him as registered CHAPS with the passport. The old owner didn't sign the change of ownership form in the passport. I live in Guernsey so CHAPS doesn't apply over here, however I would like to change the passport into my name.

Any ideas on how to go about changing without the vendors signature?

CHAPS used to have a loose page which was signed by both vendor and buyer then sent in with the passport so if it's still the same, why don't you ask the vendor to sign it and return it to you (you pay the postage of course or use an sae) then you can send it all in?

Just to be on the safe side, take a copy of the form before you send the original to vendor to be signed and also photocopy all pages from your passport before you send it off so that you have a copy of all jabs/database details as proof; nothing worse than having a passport lost in the post with nothing to show for it.
