Changing Passport Agency

Does anyone know if you are allowed to change passport agencies...my mare's current passport is with The Horse Passport Agency but they won't let me change to her real age on the passport, I bought her as a 13 year old but since found out she's 18 but they only let me put "age unknown" on the passport....also trying to change my address with them as we've recently moved but the payment section isnt working and hasnt been for the last 2 weeks and they don't answer emails and I've sent several and I can't get through to them on the phone either, I was thinking that it might be worth starting again with someone else !! even though I personally think the whole passport system is a total farce it is a legal requirement !!

You can only change a passport from one agency to a different one if you are getting more breeding in the passport, you cannot just change it for the same level of breeding data. The original passport agency will have to rescind the original passport which is normally done through the two passport agency’s. It sounds like you don’t know the breeding of your horses, as the age was previously wrong when you bought her, so you wouldn’t be able to change agencies I am afraid. It is also illegal to have two passports for one horse.
