Chaps/over-trousers for fat legs

I'm a size 26 and really need some chaps or over-trousers. I can't pay too much for them either. They need to be wind & waterproof. Tall order, I know.

Are there any out there?

(I know my weight isn't good but I had a bad injury that kept me stationary for a long time!)

Are they really warm? Price is amazingly good for them though!
