chewing, licking and general puzzlement!

My labrador (4yo) is constantly licking and chewing at his tail! he's been treated for fleas and worms and previosuly had a hot spot in the same place but he wont leave it alone! i've checked the skin and last time we were at the vets (2 wks ago) we had his glands expressed as he does have trouble doing it himself but ut didnt stop it. Please help! has anyone else had this prob? it's got steadily worse over the last year. When he had the hot spot he was shaved then on antibiotics and steroids which helped but soon as he came off them he was back to it again!

he's very thick coated but his fur is in really good condition and he's running around and eating fine just worried that as he's increasing his 'habit' he's making himself bald!!!
 
Look at his diet? Household surfaces, cleaners etc.
Also give him a distraction, lots of exercise, don't allow him to sit and do it in front of you, break the obsession.
 
You need to break the habit.

Chew toys, a buster collar & Bitter apple to make the chew spot taste yukky.

What are you feeding & do you use febreeze?
