Clearing out old shavings?

I have two on straw and one with a dust allergy on shavings. Recently the shavings box has become obviously dustier than the straw, I clean the ledges and drinker etc weekly but this one has thick dust almost instantly.
So I’ve run it down, (he is very clean and had a big bed) to take out and replace.
Plan was to put a load under the straw beds but is this actually going to make it a nightmare to muck out and get all mixed in? Shall I not be so tight and just throw it on the muck heap?!
 
I run the beds down before they go out for the summer and then chuck the shavings on the muck heap or give it to the YOs horses as it's usually quite clean. Stable then gets jet washed and disinfected to remove dust etc. I keep a couple of bales of shavings ready to throw down for emergencies.
 
Shavings can get very dusty if the bed is not in constant use. If you don't want to get rid of them but only use the stable once a week or so, a sprinkle over with a watering can with a rose on the end keeps the dust down without soaking the bed.
