Clipped horse looking rough ekkk!

UGH! Don't know how much more I can take. My horse was last clipped in november and is now looking rough, greasy and horrible with cat hairs!! I am loathe to reclip as I did him in feb last year and his summer coat was just awful= all patchy and rough until well into june. Can someone tell me to be patient please, and also, would a stripping comb for dogs get rid of cat hairs??

Clip it, the summer coat will come through ok. Last year one of ours was hanging onto winter coat and I clipped in March, a lovely summer coat came through.
