clipping Shetland pony

Hi, I'm looking for some advice re clipping my Shetland. He has Cushings & therefore a very thick dense coat. He's so greasy & scurfy( despite regular brushing) that it's really hard to get the clippers through the coat. I want to clip probably every 3 weeks to keep it under control but I'm wondering if anyone has any good ideas to help solve the greasy coat problem. I don't really want to have to bath him every time before clipping. He lives out but is rugged up from now on until the Spring.
 
Sorry, don't know much about cushings but has he already been clipped out? hence the rug? If he lives out isn't it OK for him to keep his coat due to winter coming?

I have a mini (7hh) who has the most amazing double coat for full winter protection. come spring it doesn't come out quite as quickly as the temp warms up - I use rounded scissors to 'clip' out his belly and neck (or he sweats standing in the field!) I've got quite neat at doing this but you could clip off the worst of the length with scissors and then finish the job neatly with clippers? I'd have thought the grease would calm down on a short coat.
