Clumps of mane missing!

... what could this be? About half way up the neck two big clumps of mane hair came out, i pulled on it a little bit and it came out in my hand. She does wear a neck rug but i can't see it rubbing her half way up her neck... any ideas?

its the neck rug. her neck is too hot and has opened all the hair follicles so it will just drop out if you brush, comb or pull it. you might save the rest of her mane if you get her back into a standard neck for the rest of the winter.
