cod liver oil, safe or not?

A couple of people on our yard, give their horses cod liver oil, and give their dogs a spoonful when they're making their feeds. I'd never really taken much notice or given it much thought, but my dog has cottoned on that she can get a spoonfull of the yummy stuff if she's in the feed room at the right time. It's just dawned on me that cod liver oil is rich in vitamin A, which dog's can't process and I understand that too much vitamin A can give them liver damage.
Is this correct, and if so, is it harmful to give the dogs a spoonful of this oil every day?

My dog wouldnt eat her breakfast, vet said it was very important to eat breckie so I saved the oil from tinned sardines and mackeral. She suffers with dry skin and was reccommended primrose oil and cod liver oil, she now has a teaspoon of each on breakfast, the fish oil tempts her to eat it and the primrose and cod liver oil have stoped the dry skin and improved her coat to soft and shiny she look so much more healthy now
