Cold boots to reduce swelling

My horse has just had to be retired due to a tendon injury which has failed to heal. However, the most pressing concern is that the tendon sheath keeps filling up with synovial fluid every couple of months which has resulted in him having to have these drained each time. This is costing a fortune in itself.

Although cold hosing every day seems to keep the swelling down, it does keep reoccuring and I'm looking to invest it cold boots that may help to avoid this keeping on happening.

Does anyone have any experience of these boots? Or have any ideas as to what I can do to stop this happening?

Any advice would be much appreciated. It has been really upsetting that he's had to be retired and I want to help him live a comfortable life as much as possible.
