Complaints at Events/Shows

Does any actually ever pay the ££ deposit/fee for making a complaint or do most people just march into the secretary's tent and air their views/questions/complaints anyway?

Neither have Starbucks, not asking because I'm intending to, something just reminded me and I thought I'd ask, I just think it's a bit cheeky expecting someone to pay before they can open their mouth, but I can see why they do it as well, but surely if you just wanted to question something or not really moan but suggest something wasn't fair, do people get actually get their purses out and pay to do so?
