conflicting grackle bridle advice for very small pony!

We currently have a little 11.2 on loan to us, he's a section a. He's a dear little thing but very strong in open spaces. He came with a grackle bridle. Pony Club instructor said it was too low and needed more holes in the side to make the 'grackle' part sit higher, which I did. Then our riding instructor said that was totally the wrong thing to do with this type of grackle and what I needed was 'the one with the rings' which apparently sits higher on the face. Confused! It doesn't seem to fit him very well to be honest although we have struggled with fitting it. He has a typical welsh a face with a very narrow nose. Any advice welcome - would it be a mistake just to put him in a cavesson??!!
 
Personally I would get rid of the grackle unless pony crosses his jaw.

Grackle doesnt effect a strong pony IMO. My 12h welsh B is very strong when jumping but i still have her in a cavesson noseband.

Might be worth considering a change of bit instead??

I think I see your confusion here :D

There are two types of grackles, the 'one with the rings' is a mexican grackle in my experience. They both need to be fitted differently
