conformation question

I have recently come across a 3yro mare who looks quite sweet but she looks very leggy and bum high and I am no expert on conformation but would she eventually even out and grow into her legs or is her conformation set now and is unlikley to change?

It made me wonder if at 3yro conformation faults such as this are still acceptable and put down to their age or not?

What's her breeding? Most horses will still be growing at 3, so she would likely level up.

I have asked about her breeding, haven't heard anything back from her though.
She looks quite nice, hopfully she will level out!
