Confused with dressage and boot rules

I entered my 1st ever dressage event at the weekend knowing absolutely nothing about dressage at all, i just thought id have a go. My boy wears pull on over reach boots to prevent him pulling shoes in the field and also brushing boots or training wraps when exercised as he can scuff behind. I was told when i went in for my test that i would be eliminated because of his boots. They did say they would take them off for me but given they are pull on i didn't want them struggling so i explained that i wasn't aware, apologised and said that if it wasn't a problem i would go HC as i didn't really want to take his over reach off (more importantly). they were very kind and let me. (This was a local riding club and a prelim test).

Anyway I'm now looking at the photos of the winners at the Regionals in Preston held at Myerscough and all of the horses are wearing wraps, boots or bandages. Why if i couldn't compete in a riding club test being run under BD rules?

Its such a shame because we got placed on our 1st time out and was told we had some really good marks ahead of us but i now don't really want to do it again as i dont was to risk a pulled shoe as his feet are coming nice after 6 months of pulling the shoes off along with half his hoof! I know he is highly unlike to pull one in work, its only when being a goon in the field but its not the point.

Can someone explain just so I know please?

Are they pictures in the actual tests or in the warm ups or mounted prize giving before/after?
 
The photos are of the prize givings. No boots allowed in the tests themselves. If your horse is well balanced it should be very low risk for losing a shoe in the 6min you have in the test itself. If he can’t move for that length of time on the flat round simple shapes without interfering with himself then something’s going wrong!
