What is causing the cough though...does she has a virus or is it caused by dusty hay or bedding etc...more detail needed really...

If the vet has prescribed Ventipulmin im guessing that the vet scoped her and reached a diagnosis?
Did she have a course of Trimediazine before moving onto the Ventipulmin?
Another choice would be Secreta Pro, which is natural Sputolsin.

Is there any such thing as non dusty straw???

The problem with all bedding is that it is dusty to a degree, rubber matting looks unfriendly but sometimes is better option for allergicy horses.

However if this is a virus then it wont make any difference :)

I think there is.
I have a horse with a severe dust allergy and he doesnt cough on good straw. Coughs on all shavings except for Bedmax, and coughs on hemp type beddings.
