Coughing when the weather changes

I wonder if anyone else has had this problem, when the weather / temperature changes George seems to develop a bit of a cough when I ride him :(. When the winter started and the temp dropped this happened, and on a couple of days when the evenings were particularly cold (I generally ride about 7.30pm after work) it happened again. I was away over the weekend just gone, but when I rode last night which was considerably warmer than it has been it happened again. Needless to say, I either get off, or just ride in walk.

He always seems ok in himself, no temperature, no runny nose, and he doesn’t cough in his stable or the field and it probably lasts 2 or 3 days at most.

Do you think it is just a reaction to the change in air temperature, or something else? He is fed on soaked hay, and goes out everyday, he is bedded on straw but he’s not been heard to cough in his stable / field.
 
My pony coughs with a hay allergy but it is definitely worse in the cold weather. Vet was thinking its cause the cold causes the vessels in his lungs to contract, making them tighter and most prone to congestion as the air isn't passing in and out the same.

however my pony has never actually been tested to prove if this is right or not. My friend suffers from asthma and I know she is much more chesty on cold days for the same reason.
