Council now making it a requirement to register breeders

Our council is now introducing an animal welfare policy and hoping to make it a requirement for breeders of more than 2 litters a year to be registered and asking people to contact them with names of people who breed dogs.
 
I don't think that's anything new, anyone who breedsmore than two litters a year is classed as a breeder and it is seen as a source of income so should be registered any way.
 
It is a good thing though, every bit of legislation must help. As long as there are people who want a puppy and have money there will be people meeting that need.
No doubt now it is like horse passports, those of us that do the right thing jump through another hoop and the people that need to don't bother.

Well it was only posted today so wondered if it was being more strongly enforced if that is the case. Hopefully it will.
