So confusing , most places on tier 3 now , so therefore are we not allowed to travel to arena hires ect ? I am seeing so many people out and about that are from high risk areas and in tier 3 , anybody help ?

Help with what? Tier 3 means stay at home.
The biggest issue is the England have only put travel restrictions in as guidance rather than law, even for the tier 3 areas, so there is nothing (other than relying on common sense and a sense of duty) to stop people going out and about within or even leaving their areas. This is before you consider all the different rules for different areas and the differences between what you must/must not do (law) and what you should / should not to (guidance). It's all very confusing and that confusion will be exploited by people who want to bend the rules.

I think the Welsh approach is far clearer - you must stay home unless you have a reasonable excuse - and everybody knowing where they stand and that they can't get round it will lead to less rule bending. Having said that, I would be quite annoyed by it if I lived in one of the areas with a very low infection rate, especially if I ran a business there.
