Cruelty cases

Why show a picture of the horse that has suffered the cruelty? There should also be a picture of the person responsible for that cruelty. I realise there are 2 sides to every story but the state of the 33 year old horse shocked me (I have a 28 yr old) , it must have been neglected for some time to get like that.

Because where space is limited (which it almost always is in newspapers and magazines), a picture of the horse has more impact than a picture of the person. The fact that people are shocked by the pictures shows that descriptions are not enough to convey how bad a state some of the horses are in.
