customizing a grazing muzzle?

Could anyone think of a way to make the hole in a Roma muzzle smaller? My Shetty x Welsh A is managing to get too much grass!

could you use gaffa/duct tape to block the hole slightly??

Hi, I've glued a piece of green netting stuff on the outside of my exmoors muzzle because I'm putting haylege out in the field for my other two and shes scoffing the lot through the hole! She can still get tiny bits of grass and can drink easily, but the holes in the netting are to small for the haylege. I'd much rather do this then have to keep her in a paddock on her own, especially when she's such a sociable little thing. The nettings kinda like what you'd find on the end of a kids fishing rod.
