Death Stables

The RSPCA have been at a stables at Redbourn Hertfordshire for 2 days now.
they have destroyed many horses and dogs in terrible condition. They have taken some away, dogs were in small dirty cages, goats with deformed feet. rats running up the legs of the officers, A hell hole.
The people responsible are well known driving competitors, judges - all well covered.
Shame they didn't feed their animals!

How do these places get to be so bad before intervention? Spindles Farm didn't get to be like it was overnight and this sounds like weeks or months of neglect.
