Mine is descried as all weather. Its silica sand, fibre and rubber crumb. It was only with the heaviest snow last winter that I couldn't use it without grading it first (to clear the snow). It didnt freeze solid all winter, however it is in a very sheltered spot :).It has good drainage etc and can be used whatever the weather. I think there are varying definitions however like some may consider a manege that becomes useable after grading (in cold conditions) as all weather.

One that doesn't flood after it's had £20,000 spent on new drainage and surface!! But it STILL does!!! Luckily it was the menage at work so not my money ;)

^^ this....but most livery yards seem to describe their arenas as all weather when they are anything but
