I think DEFRA clarified some issues and there will be a Public consultation process in September. Firstly DEFRA made it clear they are not responsible for enforcement as this is a local authority responsibilty and they seemed unlikely to put pressure on local authorities to spend money on enforcement. There is a need to reduce or eliminate the expenditure on the NED. The need for a national database for disease control and the prevention of fraud was agreed by all. Some studbooks have no need for pedigree or performance data as either they do not compete or already have a good method that meets their needs. A number of proposals were put forward by DEFRA on how they might proceed,some were to cumbersome to be effective.
They confirmed that they had dropped the proposal to remove passport issueing fropm the studbooks but seemed to think that similar studbooks could combine their passport issueing. I feel that we need to have a performance data base to get international credability about our breeding. The EU requires studbooks to have a database and that database must be linked to the national database or if there is not one then DEFRA would have to provide links to other national databases around section 35 of the Regulation. The PIO steering group will come up with proposals and hope that they will be supported by all studbooks.
Thank you very much for your reply. I am sure that smaller breed societies would benefit from joining forces. Many depend on volunteers, who are busy people and this would spread the workload.
