Denied permission to build a field shelter

I want a table and chairs NOW ! stamps foot ! - they are stunning and probably far far bigger than the field shelter would have been.

Is this in the UK - i must admit i thought you did not need pp if it did not have a concerete floor or still had "wheels" so was mobile ?
