Disc shaped lump on Grey Horse's Sheath - opinions?

While on a sheath cleaning expedition I noticed a disc shaped lump (about the size and depth of a pound coin) on the underside of my 8 yr old grey Connie's sheath. It doesn't move around when touched and doesn't seem to be causing him pain. It is quite hard. He is urinating as normal. He rarely puts his penis out so it's difficult to get a good view of the whole package as it were. :o I had him sedated and the whole area cleaned by a vet last year and he did not comment on anything unusual down there.
Any ideas people? Is it time to get the vet out?
 
I too would get the vet out, tho not as an urgency. Since 90% plus of grey horses end up with some form of skin cancer melanoma of some kind, it is important to get vet input once you see something. ESP as it might be readily treatable with cream, or freezing cryotherapy or just observation.
