disclosing horse's vet history (also in CR)

Out of curiosity.........

a friend of mine has sold her horse, subject to vet and the buyer has asked for full disclosure of the horse's vet history from the vendor's vets..... can she do this? Does the vendor have to comply?
 
IMHO yes she can ask, no the vendor doesnt have to comply - and I would be absolutely furious to put it mildly if the vet released the information without written consent from his client
 
...Data Protection and Privacy Laws prevent a vet from releasing information on an animal to a third party unless formal approval is given by the animals owner (exceptions being the obvious ...court orders, etc)

Even once the new owner takes ownership, they are still not entitled to medical records that were recorded during the previous owners time as owner.

Absolutely right what others have said about Data Protection but if I was spending a lot of money on buying a new horse and was having it 5 stage vetted and had asked the current owners - in good faith - for his veterinary history and they had refused, then I'd SUSPECT that they had something to hide!!!!! We've all got horror stories of dodgy dealers, drugged horses and horses barely able to stand so who can blame a potential owner for trying to cover all bases?????
 
One side issue is that people buying a horse would look to see what drugs it had ben given so people who sell horses have section IX signed off and there is no need to have the drugs entered in the passport. Where as a horse which has been given drugs for minor infections will have a number of entries.
 
This sort of requestis becoming more and more common - because its the RCVS/BEVA recommendation to prctices acting for both vendor and buyer to avoid the conflict of interest. If the vendor refuses to allow access to the veterinary history then I would beware. I have seen horses with serious injuries being sold on falsely (these horses were not vetted or at least not by vendors vet however) - and not just from dealers - infact, dealers' horses are less likely to hae veterinary history as they dont tnd to be in one place for very long and many dealers are experienced horsemen who dont get the vet out for minor injuries.
You certainly do not have to allow access to your horse's vet history but if you have something to hide then make sure the buyers dont use your vet as most practices will tell buyers that they must obtain the vendors permission to access full vet history before the vetting can go ahead!

This not an uncommon request now in my experience. The vet will have to obtain permission from the owner of the horse (vendor) prior to releasing any information at all to the purchaser.

I agree, that in my opinion I retain some cynicism if history is not forthcoming though...:o
