Disgusted by ragwort in council fields with horses in

I regularly dry past some council owned fields which people rent out for their horses. There is seriously a jungle of ragwort out there and 3 horses kept in this particular field. I know this is the owners responsibility and I find it appalling that the owner clearly cannot be bothered to pull it up. Admittedly it will probably takes weeks now with the state it's in! I think it's damn right lazy and negligent. Is there anywhere you can report it to?

I've heard of too many horses dying of ragwort recently!
