Currently the road outside our yard is being re surfaced, there is acsess as work vehicles are going up and down, but our vet has just be refused entry by them. Does anyone know if I have a valid complaint to make to the relevant agency a d who I should direct my complaint to. Thanks

If there isn't a phone number visible on site, ask the man in charge and explain what happened. These guys are usually pretty reasonable, and if not, they are compliant with company protocols regarding complaints from the public.
Have to say, just by our yard, there are a lot of houses being built with repeated traffic lights being erected for pipe laying etc. The site manager gave our YO his number for any problems regarding the horses. The workmen and lorry drivers have been excellent.

Personally I'd be going out and having a direct conversation with the road menders (preferably one in charge) as to why they were refusing access to my property. I'd be somewhat surprised if that is really what happened and access was physically possible. Then if they don't have a reasonable explanation I might consider taking it forward.

My vet has no reason to be dishonest. The yard owner/farmer is going to speak with them.

Err, I didn't say that! Just a likely communication error, or that access wasn't physically possible at that minute for some reason and so there was actually a reasonable explanation even if the communication itself had been clumsily dealt with.

And so none of the work men would take responsibility to not allowing the vet through. Probably because it has been agreed with the foreman of the job that the farm would have un restricted acsess. They turned away our feed delivery too, which has both the yards feed and the farms feed on it. Mr Farmer is going to take our complaint further.

That's really bad. Glad the YO is taking this further because the company needs to ensure that the road workers are properly trained. I'm a little surprised that a vet, obviously intelligent and articulate, would allow him or herself to be turned away though.
