Do livery yards have to be checked by council?

I think that the yard where friend keeps her horse is dangerous. The wiring for the lights/electric fencing doesnt seem safe to me, basically there are electric wires (for the lighting/fencing) running about 7/8 foot up from the ground about 12 foot from one post to another/block of stables. And also some wires running up the stable walls, surely they should bee bloxed in or something so theres less chance of mice/rats chewing them.
The other day when it was raining the electric fencing kept shorting out at the box main power box in one of the stables (that stable is empty at the moment), causing a bang and flash/sparks. This happened twicw whilst I was at the yard with my friend, she rang the YO who came down and switched the fencing off.
I was just wondering if there was a law or something that said livery yads had to be checked for safety etc
 
No they don't have to be licenced by the council, that is only Riding schools.,

However, ANY property allowing the general public on to their premises MUST have by law certain things in place.

If it is that dangerous then you need to report to the Health and Safety Executive and they will investigate.

Google it and find your local office. All premises SHOULD be displaying a current HSE poster anyway with the local details on but as the HSE poster changed earlier this year and MOST horse yards I have seen so far still haven't changed!
