Do microchips have sell by dates? & other dim questions!

I am just looking at Gracey's passport and the microchip sticker on it has DLUO 12/09/2013 above the number? I have managed to work out that DLUO is the french equivelant of use before date but due to the fact she was only chipped in august is that not a really short timespan?

Also whilst on the subject of microchipping other than a vet scanning how can I tell which company it is her chip is registered with?

The date on the microchip packaging refers to the expected time the pack will remain sterile.
