Do you let them become a 'normal' weight before bringing back into work?

As title really.

Horse has been out of work for a few months, came back off loan 3 weeks ago obviously unfit and underweight - i'm feeding her up to gain weight at the mo, am i better letting her get back to a 'normal' weight before bringing her back into work?
 
As your classing the lack of weight as not-normal, I gather shes quite underweight.
Without a doubt, put weight on first. then put into work. Putting into work while underweight, will only use more calories, and take longer to get back up to weight and looking good again. Its also not very fair to expect a underweight horse to work. An underweight person, wouldnt start going to the gym, without gaining weight first!
 
Think I will wait a little longer - will try and get some pics tomorrow which might help as she has put on quite a bit of weight/condition in these 3 weeks i've had her although I admit it won't be an enormous amount in only 3 weeks. :)
