dodgy forlegs

I currently coach a 14yo girl and her 13hh pony. they're jumping 3ft - 3ft3 in competition and anything up to 1.20m at home. pony has MASSES of scope, and regularly jumps to the point she's at the top of the wings. however, she has to because she doesnt snap up. and when i say she doesnt snap, i mean her forlegs literally hang.
if i could figure out how to attach a picture i'd show you! ive used grids, cross poles with really high sides, two poles creating a v, everyt trick in the book i know to make a horse tidy with its frnt legs, this pony just goes higher.
problem is, when she gets too close to a fence, which she does often and im still teaching jess how to be more confident when asking for a stride, she will take the pole. the bigger the fence the more the pony will listen and back off, its very brave, but i dont want to frighten pony or rider letting them jump big fences until i think her forlegs are safer.
she seems tight through her shoulders, so i want that worked on before we commence further work, but any ideas how to get her to flex her elbows and shoulders and snap up? knees work fine ;-)
