Dodgy rescue centre - what can you do?

Over the winter i have seen a supposed recuse centre and want to know if anyone can help me and tell me what i can do about this as i found it very distressing. this particular place has walking through the land so i go and walk my dogs on a regular basis. there must be in excess of one hundred horses on this land. it has broken fencing, loose barbed wire around the fields and other waste that must put the horses in danger. this is not the worst of it. over the winter i have noticed that there is no grass for grazing and also there has been very little hay put out. i have seen the hay being put out and is litterally by the handful which is surely not enough to feed this amount of horses over the winter. the horses look in very poor condtion - ribs showing, under weight, etc and not just the odd one. the more i see, the more upsetting this is becoming. any advise would be appreciated
 
Personally wouldnt bother with RSPCA, they arent worth the paper the letterhead is on, and WHW cant act if RSPCA have already been informed.....so go for WHW 1st. They are brilliant, really quick and will keep you informed of any action or update on the case unlike RSPCA.
They also have an email facility, if you cant or dont want to call.... I emailed because I was so emotional I didnt want to cloud the first conversation with my *colourful* language or by crying! I wanted them to have as many facts as I had in black and white so that they could investigate before I spoke to them.

Call all they tend to work together. I would get other people who have witnessed this to call too. I would also find out if they have a charity number as if they don't perhaps that is another way to get them, as we all know whine welfare is not cut and dry.

i am just a little concerned as i dont want to be an interfering busy body. but then you wonder how many other people have seen this, thought the same and done nothing and what does it take before somebody does
