i would suggest lunging her in side reins a few times a week, and work on building an outline in schooling, most Arabs carry their heads high anyway.
 
I cant see very well from the picture but are they the ones that go over the poll? If so you might want to test how she reacts to poll pressure before speding your hard earned cash, some horses dont take kindly to it. An alternative that is similar is the harbridge. It attatches to the bit rings and then to the girth. Its my prefered training aid

i would get her teeth and back done by someone very good first, if you haven't already. high head carriage and hollow back is a symptom, not just a habit, in a lot of cases.
fwiw my new mare, after a month here, mctimoney chiropractic treatment, teeth done yesterday, is now carrying herself completely differently. her head has lowered by about a foot and a half...
gadgets are not always the answer, or at least shouldn't be the first one...
