Can anyone tell me what planning permission is needed for the erection of 2-3stables with a concrete yard, a feed room/hay barn and the possibility of a sandschool?

We may have the opportunity to have 3 acres of land, and was wondering what sort of permission would be needed, as well as any maitenence tips/advice for keeping horses there?

The land itself has good drainage and is undulating.

It would be best to assume that planning permission would be required, keeping horses for leisure is rarely treated as an agricultural operation in planning terms, and therefore cannot have any permitted development rights. Also depending on where you are, planning permission is not always straight forward to obtain, as any such development in the countryside is generally frowned upon.
There are many existing stables and / or schools which may not have planning permission, but these days planning authorities tend to pick up on this type of development and insist on applications.
 
I am currently in the process of getting planing permission for a similar sized development. So far the costs have been £335 for the application plus a similar amount to have the plans drwan up. I have used an architect and he is progressing the appliation on my behalf. The 2 adjacent fields already have stables and storage so I'm hopeful my application will be straight forward. I have an 8 acre fieldand have applied for 3 stables, tack room and storage area.
 
Not too sure I understand the question. You need to apply for planning permission for what you want to build, i.e. stables and arena. There will be a fee due to your planning department, this is standard and they should be able to tell you what it is on the phone. You will need a copy of the area map from your deeds to show the site and any new access you may need to create, also plans of the stables, site of the arena and specifications for both (e.g. what materials you will use in the construction). Most stable/arena companies will produce these plans for you for free.

If you are asking whether you are likely to get the planning, the best thing is to talk to your local planning officer for an indication of his views on this. It will depend on the kind of area your land is in, whether it is within the curtelage of a house, size and height of the proposed buildings, whether there are similar developments nearby, etc. The size of the land *may* be an issue for some councils, as you will use about an acre of your land for the buildings/arena you have in mind and some councils may feel that what is left over is not sufficient for keeping 2-3 horses - but this entirely depends on the council.
