Does anyone know about a new non hgv law coming in from Jan 2012

I have just been told that eventhough I past my driving test before Jan 1997 and can drive Horseboxes over 3.5ton on my licence that there is a new law which starts from next Jan 2012 stating that EVERYONE who wants to drive a Horsebox over 3.5ton must take an additional test. I can't seem to find anything about this though. Would be crazy. How are they going to be able to cope with all if the people applying for the new test before Jan!
 
I haven't heard about it and my lorry mechanic hasn't mentioned it - he's usually the first to bring bad news! I have looked at the DVLA and Directgov websites and there is nothing on there. The only thing I could find that was remotely similar is there is a change for PROFESSIONAL drivers to take a certificate of competence qualifiation, in phases befroe 2014 - perhaps that was it.

They don't usually mess with 'grandfathers' rights' as it would completely overload the system, hence the pre 1997 rule, so fingers crossed. I must admit no-one elses I know has heard anything about it.
