I have seen horses heads at those places which make fibre glass garden ornaments like pigs, sheep and cows. There's a shop on the outskirts of Newcastle that sells them, they have them displayed outside and they have a catalogue where you can choose what you want. There must be similar places near where you live or you could google for fibre glass garden ornaments or something.
