One of my ponies had to go to my vet's last Monday (19/03)as she was ill & needed to go on a drip. Sadly she didn't make it

I have paid my bill and thought that it was all sorted,however,today I received an invoice for emergency livery. This hasn't come from my vet,but their "landlord". (From what I understand they rent a barn from this woman and it contains 6 stables,offices,operating theatre etc) and she also runs a livery yard from other buildings on the farm.
I don't object to paying this amount (£20 + £3 VAT) but I assumed that it would have been included in the vet's bill.(I don't have the itemised invoice yet as they are going to send it with my completed insurance claim form)
A few things concern me:
1) my details have been passed on to a third party
2) she is charging VAT,but there is no number on the invoice (although I don't know if you have to state it)
3) I had no warning this was coming. It arrived in a plain envelope,I am fairly OK with the death of my pony,but I can imagine that for some people it would upset them further.
I am just surprised because I would have thought the vet would charge their client and then reimburse the landlord?
