Dog barking and jumping up at strangers out on walks

One of my dogs, sometimes run up to strangers and then when they look at her, she barks and jumps at them. Which is not very nice for the poor person walking along. If I see people coming I stick her on the lead, but sometimes people pop out of know were and its too late. She seems nervous of strangers, but they are not coming up to her, she runs over to them? She has never bitten and is not aggressive, so I dont understand why she does it or how to teach her not to do it. I have another dog and he loves everyone and she doesn't learn from him. Any tips? Constructive advice?
 
I'd keep her on a lead in places where you meet people until you get it cracked. Does she have any recall?

I would borrow a few stooges. Start on a long line first, so she 'thinks' she is off the lead, walk along and when your friend appears and she goes to run or jump, give her a firm 'no' and check her with a pull on the line and recall her.
When she returns her attention to you, reward her with treat, ball, etc.
She needs to know that the best place to be is with you and not running up to the other person.
 
I would also keep him on the lead.

Our new-ish rescue greyhound isn't very good with other dogs (I know yours is good with other dogs, but shes obviously gets a bit overexcited meeting lovely new people) so if we see a dog approaching we make sure we have him to heel, keep him on a shortish lead and tell him 'no' (sometimes quite firmly) if he tries to growl, bark or jump up at another dog and praise him when he's good.

With Chesney, its just been a case of being consistent - in two months, he's got much better and rarely does more than an odd bark at a dog he takes particular exception to! It will probably be a similiar case of repition and consistency to get her to stop leaping on unsuspecting strangers!
