Dog keeps hurting his stopper pads

My Pom/JR keeps grazing his stopper pads when he's off lead. He tears about like a mad thing and makes lots of direction changes. It seems to really hurt him and I'd like to give him some protection. What do you use? He's quite small and has fairly dainty legs!

Is he only young? They will harden up. I wonder if you could put white (or is it surgical, please confirm first!) spirits on them to harden them up, like horses prone to girth galls (It is an old fashioned treatment).
