Dr saddle for flat short back- Help pls

I have a 16.2hh german wb with a big shoulder, a fair wither but short flat back. I currently have a 17" wide Albion slk ultima and I'm worried about the fit even though I've had 2 saddlers look at it. He previously had a lot of muscle wastage but it's much improved now. But when lunged the rear panel of the saddle bounces on his back and when ridden if the first isn't really tight it slips up his neck

Any thoughts/ help greatly appreciated

My boys has big shoulders and a short back which had ended up with him having longer saddles put on him giving him a sore back.

He has a saddle Co saddle which it just perfect for both of us, to look at it could be mistaken for a 16" saddle, its not, just compact to allow for his back.

I would consider changing your saddle
