driving question(pleasure driving)

Im pretty new to driving and i am thinking of buying a pleasure 2 wheeled exercise cart for my 14.1 arab x welsh pony. I have seen a traditional pleasure cart on the net with the big spoke wheels( the wheels are 110cm) . The shafts are 195cm and are adjustable. Width between shafts at cart are 100cm and 70cm at the front. The person is selling as too big for their 12.2 pony. Does this sound about the right size for my pony also would you expect suspension on a vehicle like this?

Measured from ground to tugs with the floor level then you divide by 3 and that gives you the height of pony in hands

Sorry, copied this from a question I once asked and got the confirmed answer as above. This is a guide as to the height that can pull fixed shaft vehicles.
