Drop nosebands and hanging cheek snaffles

Beau is in a hanging cheek french link snaffle and going well in it, BUT he is being a tit about halting 80% of the time. He will put his head up and cross his jaw and pull me and keep on walking - one wonderful cobbish trait I could do without!

He did this in the 3 ring before and when I first got him so someone said to use a flash and I did an dhe hated it and spent more time trying to pull it off with his front leg than he did evading stopping.

So, I would like to try a Drop, but I have never fitted one before. Was there a post on here before with pics showing how to fit it? And is it ok to be fitted with a hanging cheek?
 
"Drop: This should be fitted on the nasal bone, with the strap and buckle fastening below the bit in the chin groove. Care should be taken not to allow the top part to rest below the nasal bone - if it presses on the soft tissue below this bone it can impede breathing. In general, a drop noseband should not be fitted as tightly, nor should the flash piece of a flash noseband, as the horse's nostrils will be constricted."
