Drugs in horse competitions

Recently there has been a spate of competitors being banned for illegal drug use when their horses have tested positive. But what is to prevent a rival administering something banned? Unless you have a lock and a guard on the horse at all times how could this be prevented.

The only prevention is watching the horse closely and trusting people around you. This is very difficult in overnight stables on a showground.
